Financial Responsibility
“We encourage you wherever you may live in the world to prepare for
adversity by looking to the condition of your finances. We urge you to be
modest in your expenditures; discipline yourselves in your purchases to
avoid debt. … If you have paid your debts and have a financial reserve, even
though it be small, you and your family will feel more secure and enjoy
greater peace in your hearts” (from All is Safely Gathered In: Family
Finances).
Every family has the responsibility to provide for its own needs to the
extent possible. The responsibility to manage family finances should be
shared between husband and wife with an attitude of trust and openness. Wise
financial management can provide security and promote family well-being.
Members may experience financial troubles due to unemployment, overspending,
unexpected emergencies, or mismanagement of finances. Paying an honest
tithing, living within your means, saving for unexpected expenses, and
avoiding debt are essential parts of financial stability.
How can my family better manage our finances?
Keep a record of your expenditures. Record and review monthly income and
expenses. Determine how to reduce what you spend for nonessentials. Use this information to establish a family budget. Plan what you will give
as Church donations, how much you will save, and what you will spend for
food, housing, utilities, transportation, and clothing. Take the Personal Finances Self Reliance course.
How can my family avoid debt?
Spending less money than you make is essential to your financial security.
Avoid debt--with the exception of buying a modest home, paying for education
or other vital needs. If you are in debt, pay it off as quickly as
possible. Use available
financial calculators to determine such things as how soon you could pay off
all your debt; how much you should save for emergencies (depending on # in
household); and how long will it take to pay off my credit card.
How can paying tithing and fast offerings help me manage my finances?
Successful family finances begin with the payment of an honest tithe and
the giving of a generous fast offering. The Lord has promised to open the
windows of heaven and pour out great blessings upon those who pay tithes and
offerings faithfully (see Malachi 3:10). If our tithing and offerings are the first obligations met, our commitment
to this important gospel principle will be strengthened and the likelihood
of financial mismanagement will be reduced.
How can I teach my family about good financial practices?
Teach family members the principles of financial management. Involve them
in creating a budget and setting family financial goals. Teach the
principles of hard work, frugality, and saving. Stress the importance of
obtaining as much education as possible.

Emergency Preparedness—What’s the point?
Preparing for emergencies or difficult situations can help us stay safe and
feel more secure. Additionally, being prepared allows us to provide
for our own needs, our family’s needs, and the needs of others when a
disaster or unexpected event occurs. Following the guidelines below
will help you get started or continue to prepare.
-Spiritual Foundations of Temporal Preparedness:
We have been instructed to “Organize yourselves; prepare every needful
thing; and establish a house, even a house of prayer, a house of fasting, a
house of faith, a house of learning, a house of glory, a house of order, a
house of God” (Doctrine and Covenants 88:119). Following this counsel
will allow us to better provide for our own needs and for the needs of
others should challenges occur.
Bishop W. Christopher Waddell taught, “In an ever-changing world, we must
prepare for uncertainties. Even with better days ahead, we know that
the temporal peaks and valleys of mortality will continue. As we seek
to become temporally prepared, we can face the trials of life with increased
confidence [and] peace in our hearts” (“There Was Bread,” October 2020 general conference).
-In Wisdom and Order:
Be wise and plan within your means for both immediate and future needs.
You will be blessed as you gradually build up storage and savings to
prepare for life’s challenges.
-Small and Simple Means:
By “small and simple things are great things brought to pass.” (Alma 37:6). As you take small and simple steps to prepare physically,
emotionally, and financially, you can have faith that the Lord will magnify
your consistent efforts.
-Peace to Your Mind:
When you prepare prior to an emergency, you will have greater peace of
mind. Because you are prepared, you will have more choices available
to you as you work to adapt to changing circumstances. As we strive to
follow the Lord’s counsel to prepare, we are entitled to the protection and
peace that comes from obedience.
As the Brother of Jared prepared his family to enter the barges and cross
the sea, he thought carefully about what they would need—light, air, food,
and so on. After asking the Lord for guidance and working together to
prepare for the likely hardships on their journey, the Brother of Jared and
his companions “got aboard of their vessels or barges, and set forth into
the sea, commending themselves unto the Lord their God” (Ether 6:4).

Prophetic Suggestions About Emergency Preparations
This month’s Emergency Preparedness newsletter is based on a revelation of
the Lord to Joseph Smith, the Prophet, at a conference of the Church on
January 2, 1831, as follows: “… if ye are prepared ye shall not fear.”
In section 1 of the Doctrine and Covenants, we read these words: “Prepare
ye, prepare ye for that which is to come. …”
What follows are just a few of the many testimonies from latter-day
prophets and other Church leaders over the years, which stress the
importance of being prepared for emergencies in our lives. At least no
one can say that we have not been sufficiently warned………
--“Learn to sustain yourselves; lay up grain and flour, and save it against a
day of scarcity.” President Brigham Young,
Discourses of Brigham Young, 293.
--“Perhaps if we think not in terms of a year’s supply of what we
ordinarily would use, and think more in terms of what it would take to keep
us alive in case we didn’t have anything else to eat, that last would be
very easy to put in storage for a year … just enough to keep us alive if we
didn’t have anything else to eat. We wouldn’t get fat on it, but we would
live; and if you think in terms of that kind of annual storage rather than a
whole year’s supply of everything that you are accustomed to eat which, in
most cases, is utterly impossible for the average family, I think we will
come nearer to what President J. Reuben Clark, Jr., advised us way back
in 1937.” President Harold B. Lee, Welfare Conf, Oct 1966.
--“We encourage families to have on hand this year’s supply; and we say it
over and over and over and repeat over and over the scripture of the Lord
where He says, “Why call ye me, Lord, Lord, and do not the things which I
say?” How empty it is as they put their spirituality, so-called, into action
and call him by his important names, but fail to do the things which he
says.” President Spencer W. Kimball,
“Family Preparedness”, Apr Conf, 1976.
--"For twenty-six years, since I was fifteen, I was involved in the grocery
industry. I learned much about human nature during those years. I remember
the effects that strikes, earthquakes, and rumors of war had on many very
active Latter-day Saints. Like the five foolish virgins, they rushed to the
store to buy food, caught in the panic of knowing that direction had been
given by the prophet but not having followed that direction—fearful that
maybe they had procrastinated until it was everlastingly too late.”
Elder Vaughn J. Featherstone, 2nd Counselor in the
Presiding Bishopric, “Food Storage”, Apr Conf, 1976.
--“For over forty years, in a spirit of love, members of the Church have
been counseled to be thrifty and self-reliant; to avoid debt; pay tithes and
a generous fast offering; be industrious; and have sufficient food,
clothing, and fuel on hand to last at least one year.”
President Ezra Taft Benson, “Prepare for the Days of Tribulation”, Oct Conf, 1980.
--"We have built grain storage and storehouses and stocked them with the
necessities of life in the event of a disaster. But the best storehouse is
the family storeroom. In words of revelation the Lord has said, “Organize
yourselves; prepare every needful thing” (D&C 109:8). Our people for three-quarters of a century have been counseled and
encouraged to make such preparation as will assure survival should a
calamity come. We can set aside some water, basic food, medicine, and
clothing to keep us warm. We ought to have a little money laid aside in case
of a rainy day.” President Gordon B. Hinckley,
“If Ye Are Prepared Ye Shall Not Fear”, Oct Conf, 2005.
--"We should remember that the best storehouse system would be for every
family in the Church to have a supply of food, clothing, and, where
possible, other necessities of life. We urge all Latter-day Saints to
be prudent in their planning, to be conservative in their living, and to
avoid excessive or unnecessary debt. Many more people could ride out the
storm-tossed waves in their economic lives if they had a supply of food and
clothing and were debt-free. Today we find that many have followed this
counsel in reverse: they have a supply of debt and are food-free.”
President Thomas S. Monson, “Are We Prepared?”, First Pres
Message, 2014.
--"On an afternoon a few months ago, Susan and I inventoried our food
storage and emergency supplies. At the time, COVID-19 was spreading rapidly,
and a series of earthquakes had jolted our home in Utah. We have worked
since the earliest days of our marriage to follow prophetic counsel about
preparing for unforeseen challenges, so “examining” our state of readiness
in the midst of the virus and earthquakes seemed like a good and timely
thing to do. We wanted to find out our grades on these unannounced
tests. We learned a great deal. In many areas, our preparatory work
was just right. In some other areas, however, improvement was necessary
because we had not recognized and addressed particular needs in timely
ways.
We also laughed a lot. We discovered, for example, items in a remote closet
that had been in our food storage for decades. Frankly, we were afraid to
open and inspect some of the containers for fear of unleashing another
global pandemic! But you should be happy to know that we properly disposed
of the hazardous materials and that health risk to the world was
eliminated. Some Church members opine that emergency plans and
supplies, food storage, and 72-hour kits must not be important anymore
because the Brethren have not spoken recently and extensively about these
and related topics in general conference. But repeated admonitions to
prepare have been proclaimed by leaders of the Church for decades. The
consistency of prophetic counsel over time creates a powerful concert of
clarity and a warning volume far louder than solo performances can ever
produce.” Elder David Bednar, “We Will Prove Them Herewith”, Oct Conf, 2020.
--“How are we to deal with both the somber prophecies and the glorious
pronouncements about our day? The Lord told us how with simple, but
stunning, reassurance: ‘If ye are prepared ye shall not fear’.”
President Russell M. Nelson, “Embrace the Future with Faith”, Oct Conf,
2020.----------------------------------------------------------------------------------------------------------------

Resolve: Become Better Prepared in 2023
Here is a thoughtful resolution quote from Elder Joe J. Christensen for us
to consider as we approach the upcoming new year:
--“We seldom perform to the level of our knowledge. This brings me to the
subject of resolutions—resolutions to conform our lives more closely to
what we already know about the gospel. While many of us take seriously our
New Year’s resolutions, some may not have made any because of our prior
problems in keeping them. Don’t overlook the power that making good
resolutions can have in helping make our lives happier and more
successful—regardless of our past performance”
(Elder Joe J. Christensen, “Resolutions,” Ensign, Dec 1994, 62).
Remember, the whole point of a Christlike life is to make ourselves more
whole, more complete, more like Him. We don’t have to do it overnight. Life
is a process, and so is growth. As you contemplate possible goals or
resolutions for the new year, remember that “Rome wasn’t built in a day—but
also remember that they were laying bricks every hour”. Here, in no
particular order, are some awesome New Year’s resolutions for our
contemplation and action in 2023—at least for life’s emergency preparedness
category:
1.
Complete your family’s 72-hour kit
2.
Increase your spiritual preparedness (i.e., read scriptures daily,
faithfully do “Come Follow Me” as a family, do daily personal and family
prayers, attend the temple)
3.
Find and read several survival/preparedness books
4.
Increase your educational preparedness (take a class to build your
resume)
5.
Learn a living-off-grid skill (e.g., growing veggies/herbs,
gathering/chopping wood)
6.
Increase your physical preparedness (e.g., eat healthier foods,
exercise)
7.
Find new food storage recipes (set a goal for a certain amount by the end
of the year)
8.
Add more medical and toiletry supplies to your emergency supplies
9.
Complete either your three month or one year food supply.
10.
Increase your financial preparedness (establish an emergency cash
supply)
These are just suggestions. You might have better ones. Don’t plan on
accomplishing them all; just pick some, especially include #2. Decide on goals that are simple and easily achievable—and then just do
them. You and your family will be blessed because of your actions and
resolve.

A Great Ukrainian Emergency Preparedness Example
André Zinkovski is a member of The Church of Jesus Christ of Latter-day
Saints currently in Kharkov, Ukraine. And now more than ever, he is grateful
for a living prophet and prophetic counsel. In more ways than one—especially
now—it has been lifesaving.
“You know, guys,” he says in a video posted to his Instagram story last
week, “I am extremely grateful for our Church leaders and our prophet, who
constantly reminded us to do our food storage. I have that food storage, and
I am grateful that I have this ability to share the goodness with others who
are less fortunate.”
Then Zinkovski pulls from his personal food storage supply some flour,
water, honey, toilet paper, frozen mincemeat, medicine, toilet paper, soap,
vitamins, and homemade pickled tomatoes. Through
tears, he shares that he is taking these much-needed supplies to his
elderly neighbor who is stuck in her apartment alone.
Since Zinkovski first shared his video on Friday, he has taken more boxes
of food to more neighbors and families—one to a woman and her young daughter
who is fighting a rare, life-threatening intestinal syndrome.
As he packed up and rationed out more of his food storage supplies,
Zinkovski wrote, “It is unbearable to sit still and wait. My heart is
aching. I could not eat, couldn’t sleep. Active shooting is right in front
of my sheltered house door. Today I packed some nuts, dried fruits and
berries, homemade energy bars, and granola. Preparing this to be delivered
to some families tomorrow. This is the last supply, hope to get more
tomorrow.”
Andre has been a member of the Church for 23 years. He began creating
a food storage plan from the beginning of membership. When he delivers
food, he prepares an extra bag--not knowing how the spirit will direct him
to someone who needs it who is not on his delivery list. One such
delivery occurred several weeks ago. Andre had prepared a box of food
for a family that lived on the 11th floor of an apartment
building. Since the building had come under attack several days prior,
the elevator did not work so he had to carry the box up to the family.
As he was coming down the stairs after giving the family their food, he
encountered an elderly man on the 9th floor. He discovered
the man was an invalid and could not walk. He had no food and was near
starvation because he could not get down the stairs and go about finding any
food. Andre knew that the spirit had led him to that particular floor
and that man--and he knew that he had found the person that was to receive
the 11th extra box of food. He went down to his car,
retrieved the food and climbed back up to the 9th floor and gave
it to the man.

“In reviewing the Lord’s counsel to us on the importance of preparedness, I
am impressed with the plainness of the message. The Savior made it clear
that we cannot place sufficient oil in our preparedness lamps by simply
avoiding evil. We must also be anxiously engaged in a positive program of
preparation. The Lord will not translate one’s good hopes and desires and
intentions into works. Each of us must do that for himself”
Spencer W. Kimball (The Miracle of Forgiveness, Salt Lake City: Bookcraft, 1969, p. 8).

Ward Carnival/Emergency Preparedness
Bishop, Thank you for letting me know when the the Ward Carnival /
Emergency Preparedness will be taking place. As we discussed, as
the Emergency Preparedness specialist, I will have need for 3 tables to be
set up. I can bring over one table, so we need 2 more. I have
the following people coming to demonstrate and encourage personal
preparedness.
1) The St. George Fire Department will have a truck come over so that they can show the kids around the truck. They will park in the parking lot and will need to have complete clearance so that if they receive an emergency call they will need to be able to leave immediately. We will have to have as little parking in the parking lot as possible so we should encourage people to walk over.
2) Scott Smith from the St. George Ham Radio operators will be there to let people listen to ham radio communications. One really cool thing is that their monthly check in with Washington DC will happen at that time so we will be able to hear how they coordinate the safety of our nation.
3) Patricia Kent from Emergency Grab and Go will be there to demonstrate how to make your own kit and encourage personal preparedness.
4) I will hand out packets to each family with information from the Health Department on how to be prepared for emergencies and encourage people to sign up to be Block Captains so that our neighborhood can be better organized in case of an emergency. Anything that the Bishopric and Elders Quorum can do to help me get this set up will be greatly appreciated.
5) Block Captains, please be willing to help set up and take turns working with the guests who have come to present for us. So you can put this on your calendars, the Ward Carnival/Emergency Preparedness will be held October 10, 2023 at the Shadow Mountain Park at 305 N. Stone Mountain Dr. between the hours of 6 PM and 8 PM. I will be distributing a schedule so please let me know your availability.
I am really excited that we are doing this and I look forward to working with you all
